LIUNA Local 78 represents asbestos, lead and hazardous waste handlers in New York City, Long Island and New Jersey. The Local’s 4,000 members are the hard-working employees for nearly 200 signatory environmental contractors, performing 90% of all asbestos removal in the area.

Local 78 was organized in 1996 by the Laborers International Union of North America (LIUNA). On its first day, the Local had 1,500 members. Since then, due to aggressive organizing and an active membership, the Local has grown steadily. Local 78 was granted jurisdiction over asbestos and lead abatement in Long Island in 2002 and throughout the state of New Jersey in 2008.

Safety

At Local 78, safety is a top concern. Local 78 signatory contractors and members pride themselves on doing the job right. They know all too well the real dangers that unsafe asbestos abatement poses. The Mason Tenders Training Fund provides top-notch training to all Local 78 members, with an emphasis on minimizing the dangers that asbestos and lead present. Local 78 and the Environmental Contractors Association’s Joint Safety Initiative is a groundbreaking effort which, in cooperation with the New York City Department of Environmental Protection, the New York State Department of Labor, and the US DOL’s Occupational Safety and Health Administration, the union abatement industry in New York City and Long Island grant the union-appointed shop stewards special powers to police union jobsites and sets up a process through which rogue workers, supervisors or contractors who try to skirt safety regulations are penalized, and those who follow the letter of the law are rewarded.

On one of the darkest days in the history of the United States, the predominantly immigrant members of Local 78 showed their devotion to their adopted homeland. Many were among the first responders after the Twin Towers fell and during the months following the attacks up to 2,000 Local 78 members worked cleaning up asbestos and other hazardous materials from Ground Zero and the surrounding buildings, making downtown habitable again. According to studies by the Mount Sinai program monitoring 9/11 responders, up to 69% of these local heroes are sick from the chemicals and dangerous pulverized materials that they breathed in at the disaster site, yet neither the Federal, nor the State nor the City government has come up with a plan to care for those who sacrificed their health when our city and country needed them.

Immigrant Workers

Local 78 calls for fair comprehensive immigration reform which actually secures our borders, requires undocumented workers to come out of the shadows and seek an earned path to citizenship and prevents employers from profiting off vulnerable immigrants at the expense of all workers.

Local 78 is unique in that the members are over 95% immigrants – predominantly from Ecuador and Latin America and from Poland and Eastern Europe. Workers from these countries concentrated in the asbestos abatement industry starting in the 1980s, filling a gap created because native-born Americans were unwilling to perform this dangerous work for the low wages that were offered. The members celebrate their ethnic heritage, while integrating into New York’s society and economy. Most members are active in local community organizations, including church groups. Many have become US citizens, and some have children who have served or currently serve in the US Armed Forces.

Activism

Local 78 is known as having one of the most active memberships of any Local Union in the area. The members routinely campaign for candidates in local, state and national elections. They are known to come out en masse for rallies, and are especially committed to the fight for fair comprehensive immigration reform.

Every worker deserves to have a union. Local 78 works aggressively and diligently to organize workers, to represent its members, and to provide a level playing field for union contractors.

(Effective April 11, 2011)

Section 1 - Registration of Availability for Referral

A. An applicant seeking referral to a job must file with Local 78 a signed and dated

referral form providing name, telephone number and social security number, and stating any skills the

applicant possesses and the jobs the applicant is able to perform, including any relevant licenses or

certifications. Blank referral forms will be available at the offices of Local 78. An applicant on the Out of Work List shall be a journeyperson as determined by the Joint Apprenticeship Training Committee (“JATC”) or enrolled as an apprentice in the JATC administered program. If the JATC has determined that an applicant lacks sufficient experience in a particular skill area and requires that the applicant undergo further training, the applicant will not be eligible for referral in that area until the JATC deems him/her qualified in that area. Local 78 will compile an out-of-work list, consisting of the applicants who have registered their availability for referral Local 78 may confirm any prior employment, licenses, or certifications listed by an applicant. Local

78 has five business days from the time a member places his or her name on the out-of-work list to

challenge an applicant's representations concerning his or her prior employment, licenses, or

certifications. If Local 78 makes a timely challenge, it must promptly notify the applicant in writing,

who shall have five business days from the receipt of this notice in which to respond and to submit

any relevant information. Any applicant who remains aggrieved by a final decision of Local 78 may

file a protest with, the Independent Hearing Officer, who shall finally resolve all such disputes in

accordance with procedures that he shall establish.

B. Apprentices shall be referred under a separate out-of-work list. Where a job calls for a particular type of work specified in the Work Process Schedule for a Construction Craft Laborer under a state or federal Bureau of Apprenticeship Training approved Apprenticeship Program, the dispatcher may pass over an Apprentice who has attained the required work experience in that area and refer the next available Apprentice who has not satisfied that requirement.

C. There shall be separate Out of Work Lists for applicants seeking employment in New York/ Long Island, and applicants seeking employment in New Jersey. Effective February 1, 2008, the New Jersey Journey Worker and Apprentice Out of Work Lists shall be governed by these Hiring Hall Rules, as opposed to the Rules of former Laborers’ Local 1030. At any one time, an applicant may only maintain a registration of his/her availability for referral on one of the Lists.

D. Only applicants who are not currently employed at the trade can register their

availability for referral. Applicants who, after registering their availability for referral, on their own

obtain a job at the trade must advise Local 78 within 24 hours. Those applicants will then be

removed from the out-of-work list, and treated as working pursuant to a referral, including being subject to the provisions of §2(C) on short-term referrals. Failure to advise Local 78 of such employment as required herein will result in the applicant being ineligible for registration on the out of work list for a period of 30 days commencing the first time ― subsequent to the violation coming to the attention of the Local ― that he attempts to register; and for a period of 60 days for any further violation in the same calendar year.

E. Applicants shall be removed from the out-of-work list upon receiving a job referral,

subject to the provisions at §2(C) on short-term referrals. An applicant who is laid off or discharged

from a job must again register his or her availability in order to be included on the out-of-work list.

F. To be registered on the Out of Work List an applicant must complete and sign a referral form indicating his or her availability for referral. All registrations and re-registrations must be made in–person at Local 78’s office during regular business hours.

G. An applicant's registration of availability for referral shall be in effect for two weeks (i.e. the two-week period in which the registration of availability is made). An applicant must

again register his or her availability in-person at the Local’s office on the first Monday of each successive new two-week registration period in order to retain his or her position on the out-of-work list.

Section 2. Referral Procedure

A. Applicants on the out-of-work list shall be referred to jobs in the order in which they

have registered their availability for referral, with the first registered applicant referred first, provided

that the applicant has indicated that he or she has the qualifications requested by the-employer, and

further provided that said applicant has not been rejected and deemed unsatisfactory for work in

writing by the employer making the request for workers.

B. Requests by an employer for specific individuals previously employed by the employer

shall be fulfilled, as specifically required by applicable collective bargaining agreements.

C. An applicant who is referred to a job or jobs which last less than 40 hours either because

(1) the job is terminated or (2) the applicant is laid off or discharged will return to his or her position

on the out-of-work list prior to receiving the referral, provided the applicant notifies Local 78 of his or her availability for referral within 48-hours (excluding weekends and contract holidays) of any such job termination, lay off or discharge. However, after receiving a job referral or referrals following such a short-term referral so that a total of 40 hours have been worked, that individual must again register in order to be included on the out-of-work list. The short term referral provisions herein are inapplicable and the applicant will be removed from the out-of-work list if the applicant takes any actions within the first 40 hours of employment designed to manipulate this provisions of the Hiring Hall Rules, such as voluntarily quitting or requesting to be laid off or discharged from a job to which the applicant is referred.

D. To notify an applicant of a job referral, Local 78 will call the applicant at the telephone

number provided by the applicant on the referral form. Local 78 will record the date and time of the

call, the person making the call, the name of the employer, the location of the job, the start date of

the job, and the results of the call, including whether the call was answered, by whom and what

response, if any, was made.

E. Any applicant who refuses or is unavailable for two referrals while maintaining the same Out of Work List date shall be removed from the out of work list. An applicant will be considered unavailable if on two separate occasions, separated by at least thirty minutes, he or she cannot be reached by calls placed to the telephone number provided by the applicant, unless the applicant has given Local 78 notice in writing of unavailability for a period not to exceed thirty days An instance in which an applicant cannot be reached for referral will not be combined with a subsequent such instance so as to consider the person unavailable if, in the interim, the applicant has accepted a call for referral. The preceding shall not apply in the case of a referral opportunity provided to an applicant less than one hour before the start of the job.

F. Once an applicant refuses a referral, or twice in the same day cannot be reached for a referral, he or she will not be called for further referrals that day

G. When Local 78 determines that the applicant who is first on the out-of-work list cannot be referred because of refusal, unavailability, previous written rejection by the requesting employer, or lack of required skills/Local 78 will then refer the next applicant on the out-of-work list who is willing, available, has not previously been rejected, in writing by the requesting employer, and has the required skills.

H. An applicant shall not be referred to an employer if the applicant was previously rejected and deemed unsatisfactory for work in writing by the same employer.

I. If an applicant is rejected in writing by three employers on the basis of lack of the skills necessary to perform a job for which the applicant claimed to be qualified on the job referral form submitted by said applicant, that applicant will be ineligible for listing on the out-of-work list unless and until such applicant has provided Local 78 with references from two employers post-dating the rejections, showing the applicant has demonstrated the skills and/or competence required to perform the work.

J. An applicant who accepts referral to a job (other than for a short notice job as defined in the job referral form (a “Short Notice Job”)) shall have one hour from the acceptance to call to revoke such acceptance, in which case the referral shall be counted as an unavailability. Any applicant who after accepting referral does not report to a job, including but not limited to any applicant who accepts and does not report for a Short Notice Job, shall be subject to suspension from the Out of Work List pursuant to the following schedule. After the first such failure to report -- three months suspension; after the second failure to report in one calendar year -- six months suspension; after the third failure to report in a calendar year -- one year suspension. Local 78 may waive this penalty where the applicant demonstrates by clear and convincing evidence that a failure to report was due to factors beyond his or her control and that he or she made a timely, good faith effort to inform Local 78 that he or she would not be able to report for the job.

K. The responsibility of the Local 78 Business Manager regarding the union office of Steward under the Uniform Local Union Constitution, Article IV, Section E(3), and specifically his responsibility to appoint and supervise Stewards, shall not be repealed or superseded by these Rules.

Section 3. Dissemination of the Job Referral Rules

These rules shall be conspicuously posted at the offices of Local 78. Additional copies of these rules shall be made available to members of Local 78 and to applicants upon request, subject to the payment of reasonable copying costs. New members of Local 78 shall receive a copy of the job referral rules upon admission to membership.

Section 4. Job Referral Information

Local 78 shall maintain accurate and current records of all job referrals. The records shall be preserved for a period of three years from the making of each record. The records shall include the following information:

A. All registration by applicants of their availability for referral, including the date of each applicant’s registration;

B. A current out-of-work list, including all applicants whose registration of availability

for referral are then in effect, and the date of each applicant's registration;

C. All requests from employers for workers, including the date of each request, the

location of the job site, the length of the job, if known, and any request by the employer for applicants

with special skills, licenses, or certifications, or an applicant employed by the employer pursuant to

2(D) above;

D. All instances where a job referral is not made because of an applicant (1) refuses the

referral, (2) is unavailable, (3) has previously been rejected in writing by the requesting employer, or

(4) lacks the required skills, including (where applicable) the date and time of the call(s), the person

making the ca11(s) the name of the employer, the location of the job site, the start date of the job, the

basis for not making the referral, the results of the call, including whether the call was answered and

by whom, and what response, if any, was made; and

E. All job referrals made, including the applicant referred, the date on which the applicant

registered his or her availability for employment, the date of the referral, the employer, the location

of the job site, and the date the applicant was hired and the date any employment terminated.

Section 5. Access to Job Referral Information

A. Any applicant can inspect or copy any record containing the job referral information

described in §4. An appointment for inspection shall be scheduled for within five (5) days of request.

Copies of 500 pages or less shall be provided within ten (10) days of request. Copies of more than

500 pages shall be provided within thirty (30) days of a request. Local 78 will charge $.50 per page

to copy the first twenty (20) pages, and $.25 per page thereafter.

B. Lists containing the information described in §4(B) and (E) shall be conspicuously

posted; or otherwise immediately available for inspection, at the offices of Local 78 on a weekly basis,

so that the previous week is posted or immediately available by the close of business on the following

Monday. The information shall remain posted or immediately available for at least two weeks.

Section 6. Registration Fee

An applicant seeking to register a referral form with Local 78 who is a member of Local 78 or of any other local union affiliated with the Mason Tenders District Council of Greater New York whose dues are paid up or a person who has paid uniform initiation and agency fees to Local 78 shall pay to Local 78 upon registration, and quarterly thereafter, a fee in the amount of $25.00 in order to cover said applicant's share of the reasonable cost of maintaining the out-of-work list. A fee paid dining any quarter shall be effective only until the end of said quarter (i.e. a fee paid during the period January 1 through March 31, is effective only until March 31, and a new quarterly fee must be paid on April 1, which would then be effective through June 30).

Section 7. Non-Discrimination in Job Referrals

Referrals to jobs shall be on a non-discriminatory basis and shall not be based on, or in any

way affected by, race, gender, national origin, sexual orientation, disability, religion, or lawful union-

related activity.

Section 8. Complaints

Any complaints or concerns regarding alleged violations of hiring hall procedures should be directed in writing to the Office of the General President, Laborers’ International Union of North America, 905 16th St., NW, Washington, D.C. 20006. Alleged violations of LIUNA’s Code of Ethics should be promptly addressed to Inspector General W. Douglas Gow, (202) 942-2360.

Fake body discovered as part of funeral union asbestos abatement protest

A ghoulish union protest in lower Manhattan has gone from bad to corpse.

Some local residents were already upset that a coffin was being used as a prop to rally against a nonunion asbestos abatement firm at 176 Broadway in lower Manhattan. Then they noticed a macabre addition: a fake body inside.

"I'm disgusted by it," said a woman who lives in the building and gave her name as Cathy. "The mannequin is taking it way too far."

She said children were already freaked out by the coffin, which has been sitting there for over a month.

A union organizer said Thursday that the "body," wearing a hardhat and gas mask, had been in the box all along, but was revealed only Wednesday after the weather improved.

Asbestos, Lead & Hazardous Waste Laborers' Local 78 is using the display to protest the use of Landmark Consultants, a contractor they accuse of disregarding workers. Landmark's owner could not be reached for comment.

Gary Epstein, 50, a UPS worker, liked the idea, comparing the shock tactic to anti-smoking campaigns.

"Asbestos kills people and they should remove it the right way," he said. "It makes you think."

It's a union protest so creepy that residents are having trouble resting in peace.

Workers rallying against the use of a non-union firm for asbestos abatement put a shiny brown coffin outside of 176 Broadway. It's been sitting there every day since Feb. 2.

"I called the police," said Milda De Voe, 41, a mother of two who has lived in the lower Manhattan building since 2001. "My 7-year-old son wants to know why they think we're going to die."

Maintenance worker Eric Soto says the coffin is so disturbing, he'd much rather have the union bring out the "giant rat" balloon often used at protests.

David Vila of Asbestos, Lead & Hazardous Waste Laborers' Local 78 said the coffin should remind onlookers of the workers' need to feed their families.

The union has three caskets that it has used in protests in New York, New Jersey and Long Island over the last few years, said Eli Kent, Local 78's director of organization.

Kent said the casket makes an important statement: that non-union workers often lack the benefits and protections that organized labor gets. It's also about safety.

"The point of this is to draw attention to the fact that asbestos kills," Kent said. "If some people get uncomfortable, [but] we can save people's lives, we think that's worth it."

Andrew Gasparro of the Landmark Consultants Corp., the Brooklyn firm doing the asbestos abatement, said the union criticisms are weak.

"It's extremely misleading," Gasparro said. "We're providing good service [and] good employment. We are working [with the Department of Environmental Protection], and to have [a] coffin outside is very distasteful."

Shop Stewards: Como resolver un Problema en las areas de Trabajo

Como un buen Shop Steward resuelve los problema en las areas de trabajo:

1. Hablar con el foreman para que resuelva la situacion.

2. Si el foreman no lo hace entonces hablar con el Supervisor.

3. Darle un periodo de tiempo para que resuelva el problema.

4. Si el Supervisor no arregla entoces proceder a llamar al delegado (Business Agent) de su area.

Obama Names Picks for Transportation Labor Posts

CHICAGO - Swiftly completing his Cabinet, President-elect Barack Obama named four officials to oversee transportation, labor, trade and small business policy in his new administration Friday but warned that economic recovery may take years.
Little more than a month before he takes office, Obama noted his speed in putting his full economic team in place, saying he had done so at an earlier point than any president in history because of the magnitude of the troubles the country faces.

"Daunting as the challenges we are inheriting may be, I am convinced that our team and the American people are prepared to meet them," he said. "It will take longer than anybody of us would like — years, not months.
It will get worse before it gets better." "But it will get better if we are willing to act boldly and swiftly," Obama said — and he promised to do just that.

At his fifth news conference in as many days, Obama announced his selections of Republican Rep. Ray LaHood of Illinois for transportation secretary, California Rep. Mass for Humberto Yeppes, 59, of West New York, will be today at 10 a.m. at St. Augustine Church, Union City. He died Wednesday at Palisades Medical Center, North Bergen.

Born in Pereira, Colombia, he moved to the United States in 1965 and lived in New York City before moving to West New York 30 years ago.

Yeppes worked as an asbestos remover.

He was the first Vice-President and founding member of Local 78 LIUNA, New York City.

Surviving are his wife, Yolanda Soto; three sons, Mauricio Alejandro, Hector Batres and Stanley Batres; two daughters, Helen Batres and Karla Batres; two brothers, Fabio and Octavio; five sisters, Mery, Nelly, Nuvia, Myriam, and Nancy; and five grandchildren.

Why Workers Organize

When people ask me if unions have a future in this country, my answer is an unequivocal yes. My experiences with Local 78, Asbestos, Lead and Hazardous Waste Laborers, and other workers trying to organize have proved a quintessential case in point.

When the asbestos abatement workers in New York first organized, our demands went beyond the basic wage and benefit issues that are usually connected with labor unions. We wanted better pay, but more than anything else, what fueled the organizing campaign was our need for respect, the universal need to be treated by our bosses as another human being, not just a unit of production.

The New York City asbestos industry was almost entirely non-union when the Laborers International Union of North America targeted it for unionization in 1995. Virtually all of the workers in the industry were immigrants, predominantly from Eastern Europe and Latin America. We didn’t speak English, and many of us were undocumented. The supervisors, meanwhile, were almost all native-born American. The power dynamic was tilted so much in favor of the bosses that the working conditions and the degree of disrespect reached an unsustainable level. Supervisors turned the working area into their own little fiefdom.

Asbestos abatement is physically-demanding and dangerous work. In 1995, the going rate was $12 per hour, with no benefits. Meanwhile, construction workers working in the same building were making five or six times that. Shifts often lasted twelve to sixteen hours, and just the mention of the word “overtime” would get you fired.

Supervisors had various methods of squeezing as much production out of workers as possible. Some supervisors made us wear numbers on the outside of our suits. If they saw a worker resting or slacking off the slightest bit, they would call his or her number. That meant you were fired. Others divided workers into pairs, giving each pair a certain area to remove. At the end of each day, the pair that had done the least work was told not to come back. If it was legal and economically advantageous to brand us, there are some supervisors who might have done that.

In the most serious manifestation of this disrespect, supervisors often downplayed or even ignored the health risks that asbestos poses. A large portion of every asbestos abatement project is devoted to protecting the general public and the workers from asbestos exposure. These measures, while necessary, are costly. In order to get the job done quickly and cheaply, supervisors would flout the safety regulations, putting the workers in grave danger. We were often told not to wear the full-face masks because they slowed down our production. Of course, these masks also have the “side effect” of protecting us from inhaling asbestos fibers.

Working under these conditions on a daily basis, we were eager to start organizing when the Laborers’ representatives came knocking. Hundreds of workers immediately made the commitment to fight for better conditions and signed union authorization cards. After months of job actions, the campaign came to a culmination in the strike at the Exxon building in midtown Manhattan in February of 1996. Through the snow and cold, hundreds of workers marched against contractor Asbestos Containment Services Inc., calling for an end to the disrespect, low pay and dangerous conditions.

Despite frenzied efforts by the contractor, we maintained our unity and held the line. By the time the snow began to melt, we went back to work, but only after the balance of power was dramatically altered. We returned with a signed union contract laying out the rules of employment, and with a shop steward and union representatives whose job was to enforce the contract and represent us collectively.

After the campaign, LIUNA sent me to Alabama and North Carolina to help out in a campaign to organize chicken processing workers. It was there that I came to realize that our situation in New York was not unique. While the chicken plant workers complained about low pay, more than anything else they talked about not being allowed to take bathroom breaks. How much would it have cost the company to allow a worker to take a five minute break? But this was not about cost savings. The company denied the workers this basic human decency because they only saw them as production units, closer to machines or work animals than as men and women.

As long as the bosses write the rules of employment, there will be abuses of power like those suffered by asbestos workers in New York City and chicken processing workers in North Carolina and Alabama. Wherever people are treated not as fellow humans but as cogs in the production machine, they will come together and fight for more control over their working conditions. That is the essence of a workers’ union.

Usted realizara sus pagos mensuales en esta oficina, usted podra enviar sus cheques o money orders, tambien podra llamar por telefono y hacer sus pagos mensuales a travez de alguna tarjeta de credito (Visa, Mastercard). Victory at Co-op City!!!

On Friday, Dec. 21, Local 78 ended the first strike in its history when CAC of NY signed a contract with the Union, and returned the fired members to their jobs at Co-op City.

This victory would not have been possible had it not been for the solidarity of the fired workers and the entire membership, who suffered through below-freezing temperatures, rain and snow to fight for their union.

Welcome Brothers and Siters to Local 78.

This sheet is to provide you with some basic information you need to know as a member of our Union. Please keep this information somewhere safe so you can refer back to it when you need.

Local 78: Our office contact information is listed above-this is where you come to pay your dues (remember, you must keep current on your dues- if you don’t pay for two months you will be automatically suspended and not be able to work on our sites! You can always pay for several months in advance.) You also can use the office for information, job placement any problems such as accidents, injuries, or other on-the-job issues. The out of work List is updated every 3 months- you must speak with Gullen to have your name put on the list, or to renew your name on the list. Remember if your address or phone changes make sure you contact the Local 78 office to give us the new information so we may reach you, and so you receive our Newsletter and other important information we provide.

Training

as a Local 78 Member in good standing you are entitled to Free training, including all the classes you need to maintain your licenses and learn new skills to expand the kinds of work you may perform- such as lead abatement, scaffold work, etc, and also learn English and prepare for a GED (High School Equivalency Diploma), computer classes and Defensive Driving Course (required for NYS Driver’s License.)

NOTE: Members wishing to attend an Asbestos Handler or Supervisor Refresher course must bring their Asbestos licenses and union book. Training certificates (NYS DOH 2832 NJ DOH ASB 24) must be presented for the initial refresher course and all other refresher courses taken at other schools. In the case of a change in name or social security number proper documentation must be presented the day of the course.

Benefits

As a Local 78 member you become eligible for benefits after 400 working hours between May 1st through October 31th for medical coverage starting January through December and another 400 hours from November 1st. through April 31 for medical coverage starting July through December. All the information about benefits- health, dental, vision, annuity, and pension- are contained in the SPD Book in English, Spanish and Polish which can be obtained by visiting or calling the Mason Tenders Trust Fund Office. Make sure you fill out and return to the Local 78 office your Benefit Data Card with all the appropriate information including copies of your Social Security Card, the names and Social Security Cards of all your dependents you want covered by your benefits, and copies of your marriage and birth certificates.

Mason Tenders District Council- In the case that your benefits are not paid, or not paid properly you can contact field representatives Joe Bianco or Dave Bolger at the below address and phone numbers. You can verify this by looking at your pay-stubs. Remember: you should keep all your pay-stubs in a safe place so if a problem arises; you have all the information you need.

Medical Test- As a Local 78 Member you can be reimbursed for your required medical test- you must go to the MT Training Fund (School) to get the proper form, then go to the facility listed below and pay $84 for the test, then return to the MT Training Fund with your receipt to be reimbursed the full amount- remember, you must get your Medical Test before you can have your Fit Test! Both your medical and fit test and a copy of your updated licenses are required for you to be placed on the Local 78 Out-of-work list. If Gullen dispatches you to a Lead abatement job site, you may get a free initial Lead Blood Test at the facility listed below before you begin the job. You can go for your test at the following location.

Union Meetings

Is held the 4th Tuesday of each month except July and August, at 7:00 P.M for general membership. The meetings are used to report to the membership all the goings-on of the union, and for members to raise questions and concerns about all aspects of union business. There is time at the end of the meeting for any member comments or question during the New Business and Good and Welfare sections the meetings are held at:
